I think they are the same thing, They tend to change the names when they import it into the western markets, like the Pilot muliball pens (they call them permaball pens here in the US i think)

Yes, the Pilot G-Tec-C4 is the exact same thing as the Hi-Tec-C 0.40mm. You can check out www.pilotpen.co.uk if you care to see them. They look exactly the same except for the name on the cap. The refills are also the same refills. They're also made in Japan, obviously. Just rebranded for a different market, that's all.
Edited to add:
Regular G-Tec-C4's: http://www.pilotpen.co.uk/products/index.php?size=&pos=15&search=Gel%20Ink%20Pens

They're not EXACTLY the same, hi-tec-cs are somewhat superior. Let me quote jetpens:
"What's the difference between Hi-Tec-C pens and G-Tec-C4 pens?
The only difference between the Hi-Tec-C and the G-Tec-C4 is the ink -- the Hi-Tec-C has a superior gel ink that is highly insoluble with most pigments (whereas the G-Tec-C4 has a highly soluble ink)."
WHICH MEANS THAT Hi-Tec-Cs are waterproof whereas G-Tec C4s are most certainly NOT. So you are better off getting the Hi Tec C's although I suggest to get them in coleto or retractable form as the regular nibs tend to wear under the constant replacing of the cap unless you're really careful.

Just because one has waterproof ink doesn't make it superior. The job determines which is a better choice.
If you're writing then yeah, go permanent ink.
If you're ink drawing, consider soluble inks:
I bleed inks with water for artistic effect so soluble pens are a better choice for this. Keep in mind the C4 uses bio ink that's actually a collected resin from a cultured bacteria... that rolls out very smooth. I'm not sure if the Hi-Tecs use the same.

Oh, and JetPens, please do carry the Tec-C4 soon please. I only want to shop here for my writing utensils.
